Is an op amp or comparator how to apply supply voltage sequence?

It is necessary that the IC(op amp, comparator) is always used in the condition of no floting V^-(GND) terminal. Therefore, it is necessary to be noted on using the dual power supply as follows.

• When the power turns on, V^- power supply should be turned on before or just same with the V⁺ power supply.
• When the power turns off, V⁺power supply should be turned off before or just same with the V^- power supply.
